TAKE ACTION NOW: Help Defeat Brandon Johnson's PRO Ordinance

Both PRO and FAIR Ordinances Advance Through Committee

Both PRO and FAIR cleared their respective committees this week and are now headed toward the next stage of the City Council process.

As these two competing proposals advance towards a final vote, we need you to urgently send a new message to your alderman and let them know that FAIR is better than PRO. Click this link to MESSAGE YOUR ALDERMAN.

PRO: On Wednesday, September 16th, Mayor Brandon Johnson’s substitute Protecting Renters Ordinance (PRO) passed the Committee on Housing and Real Estate by a vote of 12-9. The substitute removes just cause and relocation assistance, two provisions CAA strongly opposed, but retains other significant mandates, administrative burdens, and sources of legal exposure for housing providers. CAA continues to oppose PRO and will remain engaged with Council members as the ordinance moves forward.

FAIR: On Thursday, September 17th, Ald. Gilbert Villegas’s (Ward 36) substitute Fair Accountability in Rentals (FAIR) ordinance passed the Committee on Zoning, Landmarks and Building Standards by a vote of 12-6. FAIR is the product of substantive negotiations. While CAA continues to have concerns with portions of the ordinance, the negotiated substitute reflects meaningful changes and a more practical approach to rental regulation. In addition to removing Just Cause and relocation assistance, it preserves the ability to use both move-in fees and security deposits, adds important cure periods for providers, avoids installment requirements and rental registry fees.

What’s Next: Both ordinances are eligible for consideration by the full City Council on Wednesday, September 23rd. Additional negotiations may be attempted before the Council takes up either measure. CAA will continue pressing Council members to address provisions that create unnecessary costs, uncertainty, and regulatory burdens for housing providers.

Based on the current legislative process, we expect both ordinances to be deferred and published next Wednesday for consideration at the following regularly scheduled City Council meeting. CAA will continue providing updates and direction as this process continues to unfold.
